Julio César Ortiz Gutiérrez
Lawyer admitted in Universidad Externado de Colombia, specialist in administrative and compared public law, with studies in Universidad Nacional Autónoma of Mexico and the Institute of European Studies in Turin, Italy. Ordinary Professor of Constitutional Law in Universidad Externado de Colombia. President of the Iberoamerican Institute of Constitutional Law, Colombian chapter. Former magistrate and president of the Judicial Superior Council and the Administrative Chamber. Former magistrate of the Supreme Court of Justice, Constitutional Chamber, and in charge in the Constitutional Court. Founder of the firm Ortiz Gutiérrez & Asociados. In the last ten years as lawyer, counsel and arbitrator in arbitration courts regarding administrative contracts, public constructions and social security matters. As consultant, he has been involved in matters related with railway and automobile transport concessions.
Olga Lucia Giraldo Durán
Lawyer admitted in Universidad Libre, specialized in Administrative Law in the same university and State Contracts in Universidad Externado de Colombia. Her experience has a range of more than ten years in advisory and litigation matters in different legal areas such as administrative law, public matters, territorial development, planning, State contracts, urban construction law, environmental law, mainly before the administrative jurisdiction.
She has worked in the Ministry of Labor (now, of Social Protection), in the Judicial Branch as chief of the legal office and coactive collection in the Executive Directorate of Judicial Administration and judicial clerk in the Administrative High Court of Risaralda; in the Government of this district she acted as Legal Assistance Director, and was in charge in various opportunities of the Legal Secretary Office of such governmental authority. She also acted as advisor in port, road and railway concession matters, In the Institute of National Concessions. As of October, 2005 she joined the team of our firm Ortiz Gutiérrez & Asociados, Abogados y Consultores Jurídicos.
Ana María Echeverry Álvarez
Graduated in Political Sciences from Xavier University, Master in Rural Development from Universidad Javeriana. She performed Latin-American Studies in George Washington University and obtained a Diploma in Civil Participation for Fiscal Control from Universidad del Rosario.
She has acted as Delegate Comptroller for Civil Participation in the National General Comptroller’s Office; advisor in civil participation policies in the health sector in the National Health Superintendency; advisor in environmental matters and social management of the Colombian Electric Power Institute– ICEL, chief of Environmental Management in the Electric Power Company of Bogota; PNUD – PNR consultant for productive and social projects in the rural sector and coordinator of Social Management of the national Coffee Growers Federation of Colombia. She is currently Manager in the firm Ortiz Gutiérrez & Asociados and coordinates interdisciplinary matters.

Germán Eduardo Palacio Zúñiga
Lawyer admitted in Colegio Mayor de Nuestra Señora del Rosario university, specialized in Public management and Administrative Institutions in Universidad de los Andes; he also finished a specialization course in Administrative Law in Colegio Mayor de Nuestra Señora del Rosario. Specialized in Tax Law in the same university and obtained Diplomas in Constitutional Law, Criminal Law in Universidad de Salamanca -Spain; and also obtained a diploma in Insurance and Settlement in Universidad de la Sabana.
He acted as assistant magistrate in the Constitutional Court; chief of the Legal Office of the National General Comptroller; assistant attorney (equivalent to assistant magistrate) in the Administrative Chamber of the Superior Judicial Council; Legal Director of the Empresa de Acueducto y Alcantarillado de Bogotá – ESP (Bogota´s Aqueduct and Sewage company) and Chief Internal Comptroller of the Ministry of Environment, Housing and Territorial Development. Currently, he acts as consultant and in litigation matters in subjects related with domestic public services, State contracts, private law, economic law and, in general, public law.
